I believe the answer to your question is that "Absolute power, corrupts absolutely". Too many police are in love with their power. They eventually feel they can do anything and mostly...who is to tell them they can't but other police officers?...many of whom feel just like they do. So no one except a court of law when a case like this goes down. Just imagine what they did in less informed times and before everyone had a cell phone or a hand held video camera!
