The reduced payment the insurance company makes on the meds might be due to the same process by which ER visits cost less for the insurance company versus what an uninsured person pays. IE the volume discount?
As for Canada I know, well at least I'm fairly sure that the Canadian government negotiates drug prices.
And I doubt that either party or any candidate has the answer to these questions.
