I came up with the same questions, and posted it here also. My conclusion is that 25.5/25 measured at the fender lips is quite a bit lower than "euro height". (I have the original wheels & original size tires on the car). The wheel center to torsion bar center distance sets up jounce / rebound travel and static suspension geometry, so that's the one that matters...
Mine is around 26.5 / 26 or 26.25 / 25.25, depending on the day. The gas tank fill moves the front almost 1/2" on mine.
