Ok, here's a long shot.
Not my idea but ...
Total 12 million amenesty program. Register within 6 months and stay. Forget or have another reason get booted.
My twist on the above:
Once the amenesty program has started, play hard ball and make tough with illegal entry.
Prevent any illegal from suing residents. (I'm sure there are going to be exceptions but make the point loud and clear).
Having no legal entry permit will mean no baby will be getting automatic citizenship. (So, an onboard delivery will still be permissable.)
Any illegal activity within 5 years of amnesty acceptance will result in instant deportation.
Any employer who is employing illegals after the amnesty will be fined an amount that equals the cost of deportation. Tapping direct bank funds will be allowable.
Of course, the typical requirements of studying about American histroy and culture will still be a requisite. However, the course may be completed within 1 year of acceptance citizenship. Failure will be mandatory lessons much like the probation system is based on. Work or no work, you will attend class.
I really don't see any other solution. There are just too many and with crime being high enough already I don't think the US can be bothered with tracking down a few hard working folks ...
Slightly off the topic but ...
Mandatory insurance that is included in the price of registration of the car. I have to pay close to $500 every 2 years for such a type of insurance. It doesn't cover much but if I wipe out some poor soul at least the family/survior gets some kind of coverage. However, property damage is not included. So, for the States include the above type plus collision.
Won't the insurance companies cry foul? No, because they are the ones who will underwrite this mandatory registration insurance.
Ok, I hear it all ready, "some people won't be able to drive and are too poor to even afford their cars now".
Well, maybe it's time rethink the Walmart curse and to redesign the public transportation system! Heck, with the way LA traffic is and the price of crude going up anyway maybe this might be the a good time to kill a few birds at once.
Even more off topic:
Tackle the broken windows syndrome.
Literally fumigate all public houseing projects -- top to bottom. At the same time employee the residents to partake in the repairs and cleaning (Yes, there are always exceptions -- mainly with letters from employers or even better yet turn this into a jury like system). 1 professional with 2 citizens per team. Nothing like the public works system from the past.
Tear down all chain link fences, replace all broken windows, paint all graffiti and such.
Crack addicts and such will get deported to some backwater area with no public transportation but will have professional teams and facilities to help those in need.
Big brother mentality ???? Yep, America already is on that path so what's the beef?
Ok, who is going to fund all this? Well, that is easy enough. Imagine all the legal paying taxes in the coffers, the money that will return back into the economy from people working again and their potential to earn even more down the road.
What about the back water locations that don't have enough money to get by?
Put them to work on the public transportation system. Sure they'll need training and such but at least when all the construction and what not is done they might just end up with a new skill or two making it easy for them to get work.
Basically, put people to work and have them try to earn for what they are getting. I say this because I don't think that handouts without strings works. In most cases, people feel better when they have earned a handout rather than given.
