An observation becomes racist when a broad judgment is passed on the observation that is either not true and berating and/or defined by negative emotion (true or not).

example:

"There are few black men in Hockey" Fact
"There are few black men in Hockey because height can be a disadvantage on the ice" opinion with some fact based on Physics, but probably wrong.

"There are few black men in Hockey because they hate the cold" seems innocent enough but it is racist as there are many people of all races whose family roots come from warmer climates who live and work in some damn cold places.
