Most likely this is the result of a front clip repair / repaint. If the work was done well, the missing VIN plate is not that big of a deal. You should be able to get a replacement from PCNA. You will have to take the car to a Porsche dealer to authenticate it, and they can order a replacement - about $70 I think.
