I am no expert om homologation issues, but
AFAIK it is about bikes being built, not being sold. Like for WSBK, they need to produce 1000 bikes for the street, but if it's a $100k bike and only 2 idiots are willing to pay and the rest are rotting away in some warehouse, they still comply to regulations.
