Short in conduit that was filled with water... any chance of fixing this?

Related to the water leak under my slab:

Our kitchen island has two outlets. The electrical runs through plastic conduit that goes into the slab. About the time water started bubbling up, the GFI located on the wall outlet, tripped. I've verified that there's a short in the wire running into the conduit, but can't begin to imagine what to do about it. I'm assuming that the other end of this plastic conduit is somewhere inside the wall. The shop vac pulled > two cups worth of water out of the conduit.

I'm thinking that if the wire's insulation were intact the water wouldn't have been an issue. Chance are that the conduit was the path the water took to the kitchen floor indicating that it's cracked at some point.

Any suggestions?
