Only inspections I've ever heard of are the RIV (federal) inspection and the provincial safety inspection. None of which have anything to do with checking the motor or trans.
Sounds like the dealer has made this one up.
What did they exactly charge you for and how much did they charge you for it? It should be spelt out on the invoice they gave you.
