This is not correct. For sake of accuracy and future reference.... a fully charged battery "with everything off" is about 12.6 volts. Expect to see 13.4-14.3 volts between idle RPM and 2000-3000 rpm... for a properly functioning and voltage-regulated system.
Standby voltage drops off rather precipitously too. Fully charged is 12.6 volts "when off".... a 75% charge is 12.4 volts.... and so on.
