I think Jim's video makes it pretty clear that the two McLaren's were on the racing line, and the other cars were not. I do think McLaren has had a lot of attention paid to them by the stewards in the past few years, but I also think this was a fair call.
As for the ECU's, I still can't fathom how the FIA could give the contract to one constructor. They had to know that real or imagined, it was going to cause problems. Ferrari claimed that the engine troubles they had last race were because of the McLaren designed ECU, and I predict the whining will only get worst.
