It is possible to irresponsibly breed, which leads to unwanted characteristics in a breed, but this is also a sign of a short lived breeder, because who wants a neurotic lab. The problem, if it is a problem, is self correcting. Concerning yourself over it means you've got too much time on your hands, or your priorities are out of wack.
So far I have not seen a problem, if it is so obvious one only needs to remove his head from his ass, then you shouldn't have a problem answering those questions.

There are laws in place, they are not adequately enforced. The story is believable and all too commonly repeated. The dogs only have to live long enough for the check to clear, you just start selling them to another store after you wear out your welcome. Behavior problems take some time to manifest themselves. This "self-correcting" you mention is unlikely to happen, and certainly would not happen very quickly.
You don't see a problem because you failed to pull your head out of your ass. Pretty impressive that you can type so well with a terminal case of cranial anal insertion good for you.
