After investigating this further I have come to the conclusion that my car needs a new regulator. I ordered a new one last week - I think it worked out about $180 delivered!
I hope to have time to fit it next weekend which should cure the problem. I'll take a look at the old one when I get it out and see if there is anyway to remove the slack.
