I hope you are kidding about "Does one speak this way intentionally?"
To your question, I was at undergraduate school in Memphis when "Penny" Hardaway was there (l was on track scholarship, so lived in the athletic dorm)...Penny was a really nice guy and a great player, but he had the "worst sounding" dialect you can imagine...he was from a really really rough part of town, and that is just the way people there talked, plain and simple....most people that weren't from a rough area really couldn't understand a word he said....BUT, he went high in the draft and about 3 months later, i saw an interview on TV...i couldn't believe it was the same person talking, he sounded quite normal, whatever that is...it was remarkable, i just sat there and stared....obviously with his pro team and $$$$, he went to a speach therapist, to be more marketable...
Anyhow, i'm not defending the way Rose talked per se, but you've got to understand, your accent and dialect come from your enviorment mostly - your friends, family, people you spend the most time with, etc. I myself have a heavy southern accent, and to some not from the south, it can sound "unintelligent" at times.
Rose is actually from Chicago btw....
