New to this forum, but I just went through a tank cleaning too.....replacing the inner fuel pump. I found some rubber/like material that my wife had come up with from a craft store. High end shelving material for the cupboards, but the feel and thickness was nearly identical to the ratty stuff I pulled off.
I really like the inner tube idea, I may pull mine apart and do that instead....I suppose the inner tube is subject to UV, fuel if it sees it and aging at a faster rate, but unless you can find whatever OEM material was in there, we'll be replacing it sooner than later.....maybe on the same fuel filter inspection/replacement interval.
