I've used neoprene rubber strips on fuel cell straps. You can get adhesive backed 2" wide strips from McMaster Carr. I've also bought big sheets, cut and siliconed them to the straps but the adhesive backed works nicely. The part# I used last was 8981K15 but that was 3/16 thick for a metal cell, for a 928 tank it could be much thinner.
