The latest theory is a holding place for
illegal immigrants, before that political voices against Bush/Cheney.
I think I showed this a few years ago to someone working with FEMA and they said the site location list was wacked and mostly made up. Some locations on the list are real, but just small offices and not huge bases with trains and fences.
