Just a primer pop should do ti for a starter gun... should be as simple as depriming and puttign a new primer in. There are cheap handtools to do it. For the "real" rounds, get a single or multistage press and go for it. From what I gathered after I asked a similar question a while back, you are looking at 100-150 for set up, then components, and your time.
