Personally, I'd start at the beginning - compression, manifold vacuum, valves adjusted, ignition, checkout of all the FI components......BUT....
Check your manifold pressure sender. Use a hand vacuum pump with a gauge and verify that it holds 15 in. Hg of vacuum without leaking down (shouldn't see more than 1 in. Hg of drop in 1 minute). If it's leaking, your mixture will be rich across all load conditions. Also check your head temperature sensor - depending on the model, it should be >2 KOhms when cold, less than 100 ohms when fully warmed up. Another thing to check is your fuel pressure, should be 29 psig.
