The "refund" is really a tax cut for this year to try to get people to spend more, (as its stated objective). It is not available to all earners, most specifically those earning above a certain amount. Hence, everyone gets a tax cut for last year except those high earners. Thanks dem congress and GWB - non-real (financially) repub.
