Not really true at all. It's all in how you use it. Use it combatively, and you had better be prepared to fight. Use it jokingly or mockingly, they don't really care.
Black guys are not stupid, they're as good at determining
intent as the rest of us. Black guys almost universally love black jokes, btw.
Also, in the street vernacular, Nigger means "ignorant person". You will often hear blacks call whites niggers in public school type settings.
