Hard to know if it is excessive or not. The amount of time she is spending on it is, though.
My neighbor has 2 kids, both are smart (tested into the gifted program) and very diligent. They are 1 year apart. In fourth grade, the boy (the older one) would spend around an hour per day on homework. When the girl reached fourth grade, she had the same teacher, doing the same homework. It would take her 3+ hours to do the same. Sometimes she simply could not get it done at all, because of the time.
It doesn't have anything to do with intelligence, in fact the girl tested slightly higher than the boy (these are IQ style tests for the gifted program). She just, for reasons which aren't really clear, takes 3-4 times longer than most kids to do homework.
How much time do the other kids in her class spend on homework? You should talk to her teacher and see what's going on.
