I must have missed it the first time. For everyone's information, there are ARMIES of people that prepare the federal budget (among many other things on that list). One army for each agency. It's all rolled up to the "President's Budget". To think that these 545 people are that deeply ingrained and knowledgeable about ANY one things is preposterous.
