His ascent to leadership split the country apart, he spent his time in power trying to militarily force those who seceded to submit to his govt's rule at a tremendous cost to both sides, despite significant military advantages he consistantly used ineffective generals to nullify those advantages, and finally the rift his election created in this nation culminated with a plot to behead the government during a time of war (and his reign was ended with a bullet in his head).
Washington gets my vote.
