I dunno. One of many factors in the auto insurance underwriting mix. 10 accidents in 20,000 miles -vs- no accidents in 500,000 miles. Risk per mile, do the math. This might affect some more than others.
The gas tax is a per gallon tax and is fair. More mile driven (and bigger and heavier vehicle) more gas used, the more you pay..
120 Miles in Nevada and you are work. 100 miles in Jersey and you are on vacation in another state...
