Crack and meth use are just symptoms of a society's shortcomings. In the future, crack and meth will replaced by other drugs. On the manufacturing level, dealers will push new drugs that are more potent. easier to synthesize and/or cheaper to manufacture.
If our society tackles the reasons why people gravitate toward drugs, we've got a chance. However, current thinking is it's easier to throw money at enforcement and incarceration. Our prison population is busting at the seams with drug-related inmates. In 2006, the US govt. spent $6,149,144,050* to imprison drug offenders.
