Makes me wonder if these types of concessions will become national if the Democrats control Congress and the White House.
The Democrats have traditionally gotten a significant amount of their power base from unions. That base is eroding somewhat due to the social stances of the liberal Democrats. I suspect that the Democrats are using these sorts of things to shore up their support...
