Funny you should mention this.
A close personal friend of mine is in the process of relocating to Qatar and mentioned that leases are very uncommon over there. Virtually everything is outright purchase, usually (but not always) cash. Big items like cars are sometimes bought cash (there's a lot of it over there!) but there is financing through western and quasi-western banks.
In a more highly westernized city like Dubai, you may find leases, but it sounds like (to their credit) that the people there haven't gotten punch-drunk on credit/lease type deals yet and are still conventional in their thinking when it comes to purchases. For the most part.
