Vortex tube

In my investigation of the lack of brake power assist I found that the vortex tube comes apart and that someone had clogged it with a piece of rubber. It confused me because it seemed to fit perfectly (had the correct shape) but seemed to defy logic as to how it would work in this application. Removal of this rubber piece corrected the brake boost situation but still the MPG vacuum guage is not correct. This seems to be electrical in function. Does anyone know where the sending unit is?
The 1/2 inch ID vacuum hoses were so old that they were brittle. Eventually I will replace all hoses.

Next, today, I will try to MIG the tear in the center muffler.
