have you tried contacting Jacobs and asking what resistance value resistor you should be using? I can't believe your FLAPS doesn't sell any at all, but you probably have to ask for one by application not resistance value. Old MoPars used ballasts, as well as other cars that used Prestolite ignitions (Studebakers as well) I would be willing to bet that some MoPar application would work for you.
The advantage to an external ballast resistor is that you can bypass the ballast when the starter motor is engaged to help starting.
