Because they need the permission of the government to drill on government lands and they need the permits, etc. It could be built into the provisions allowing them to get it. Shoot, I say charge us $100 a barrel for it and charge the Chinese/Indians/Arabs $1,000,000 a barrel. Plus a camel. Hahaha! That'd be fantastic payback.
