Because they need the permission of the government to drill on government lands and they need the permits, etc. It could be built into the provisions allowing them to get it. If oil in the rest of the world is going for exponentially more than you think we should be paying for it, what kind of incentives do you think the gov't. would really have to offer oil companies to make it worth their (investors') while to drill and sell only here for a fraction of the world market price? I don't think this will ever work. Just like folks who generate their own power at home and then find out it's cheaper to sell it back to the grid and remain a customer than to really be energy-independent.
