Oh, they'll drill here if the gov't offers them enough tax incentives.

And they'll sell here if the gov't slaps them with exorbinant export taxes.

To be most effective, this would of course be done in stages. First give the big tax breaks to get it all started up and the black goo flowing, then slap on the taxes to make sure once it is, it all goes to market here.

Never underestimate the power of gov't to deliberately manipulate a market.
