I think our bet will not be settled until the final episode.
They spent the first two season making us think Baltar is a cylon.
Now they are working the Kara Thrace angle pretty hard (new ship--where was she for three months?).
Based on the picture, it is neither of them.
I think Tori missing is significant. What if Tori is the missing cylon and the the final one is already in the picture?
