That is traditional "foot binding" and is Chinese and not Japanese. Middle Class and above women were subject to the practice. It was somehow sexualized, but seems very strange to us.. More of an outward sign that you were rich enough not have to do work. (Kind of like big hair, big nails and big make-up today..)
If you think that is bad - think of the millions and millions of women around this world still subject to "female circumcision".
But don't feel too bad - only in patriarchal West are women truly oppressed!
