DE inspections are required by all PCA regions. Therefore it is a good bet that the car was driven on the track.
It doesn't necessarily mean that there was any harm done. In fact a properly cared for track car often gets better attention than a street car because the rigors of track use tend to require that every system of the car is in top shape.
As for the salesman's comment you should take it with a grain of salt. How does the salesman know that it was the PO's girlfriend? He probably bought the car at a wholesale auction and never knew the PO.
