Getting to my horns...help!

My horns are dead (I suspect they are also killing my battery, will confirm with a relay removal test).

The relay is clicking properly, the "87" wire is getting voltage, but I am having a huge pain getting to the horns themselves to check the wiring/horns directly.

Bentley says to remove the fog light, then remove the bumper lights, then baffle bolts then the bumper bolts - I can't even get the fog light off without needing to cut wire (the manual alludes to convenient sounding plugs), and there are no accessible screws holding my turn-signal buckets in light the manual seems to demonstrate - I have plastic covering what should be a screw on the other side, Iwhich I have been chiseling away to no avail.

Is going through the headlight light bucket an option? Are there other shortcuts besides bolting something loud and aftermarket to the roof
