My oil cooler lives there unfortunately.

BUT I did figure it out - I jacked up the front of the car a little, looked up and saw the mounting
bracket. I made a very long ratchet extension with the 13mm socket and took both bolts out and
got both horns.

I confirmed the wiring was okay, but both horns were not responding to direct battery testing.
