To get to composer, under "file" there should be a "new" and a "web page" (or similar) option. Only thing I don't like about it (and I love it 'cause its Free) is the lack of site management and how it tends to hard code references to your local file system in the code.
I'd say spend the $ for Dreamweaver and download The Gimp (also Free and free - gimp.org) and buy a good Gimp book (there have been reviews on slashdot.org). The help/tutorial in dreamweaver is great - do the tutorial before thinking about your site.
Edit - you can get composer separate from Sea Monkey - its called Nvu
