Why deviation from the natural state by REGULATION...an axiom perhaps, the more you try and control the less control you have and the more likely a big blow off will occur. Think of a pressure cooker and containment of steam, finally when the pressure gets too great....the idea is to let steam off as it occurs. That requires a flexible system and not one limited by strictures.
Responsibility is yur response...not everyone is responsible...true..there is greed fear and more greed in the world. Social ostracizing or hanging perhaps.
We are all still just children at heart, just older...call that being human.
