I don`t see why it would not be possible to have socialized medicine, and retain private insurance as well as private care for those who can afford it. That is pretty much the way it is in France. If you don`t want to wait a month for an MRI, you can pay a private clinic to do it, and have your supplemental insurance pick-up the bill.
