I think this is arguable, and certainly disputable. In fact, the statistics show a very different picture.
I should strongly note that race should not be considered the "cause" as social conditions, poverty and other non-racial factors are major determinants to crime.
edit: One could also argue minorities are unfairly singled out by LEOs, or any number of other factors which lead to the imbalance in the race/crime ratio. Hope I didn't just touch the "third rail"!
