Yes, there is a percentage that will "slack", but in general those are my observations. Have you stopped to consider that possibly you're creating a "self-fulfilling prophecy" here?

My wifes cousin owns a Oil Change business, he was crying to me he cannot leave the place, he has to close it down if he goes out of town. I suggested a well paid manager that is accountable for the places performance.
He told me he tried that and it did not work out. I come to find out he was paying the guy $9 an hour.
