Oh man, is this a minefield. The vast majority of DC residents are poor, too poor to even pay fed. income taxes. Sure, there are a lot of rich and middle class folks there too, but many of them are not DC residents. They usually try to keep their home state drivers licenses so they can still vote at home.
So, do you want to sell Lorcin and Raven Arms junk guns to the locals or try to make your money from FFL transfers on serious guns bought by non-DC residents? Do you want to pay unbelievable rent in the good neighborhoods or have affordable rent in the terrible neighborhoods, none of which you'll ever be legally allowed to carry in?
Ironically, DC has allowed plenty of residents to get FFL's and even business licenses to buy and sell guns. But they only did so because law enforcement, security and firearms training folks had no way to get guns as DC residents. I actually sold a 10/22 to a DC cop at a gun show in VA a few years ago.
Rest assured, DC will do whatever they can to make it as difficult as possible to buy guns legally there.
