For the same reason people build a city on the coast below sea level. The difference is these people pay for insurance and don't want to live in a government trailer for the rest of their lives or have the government feed and clothe them. Even if their house burns down they have money to rebuild it, and don't wait for the rest of the world to do it for them.

Wait until your insurance triples and quadruples. My insurance in Florida went from $1400 a year for a 1400s.f. 200K home to $6500 a year.
Now I am weighing the option of not insuring it anymore and self insuring.
