Once again this is my take, others will have different opinions. You have to find what works for you...
Most people will run at the sight of a gun. Of those that won't most will run when shot (even with a .22). What you have left are psychos strung out on meth (or some other powerful drug). It's in that last case that "stopping power" only really matters because that's the guy you have to put down in one shot. In my area, I don't think it's likely that I'll encounter that guy and if I do I'm comfortable putting two shots in him (double-tap).
