You'd be wrong about that. Anyone in the construction industry can tell you that construction contractors very frequently do the cheapest job they can possibly get away with, including work that falls short of existing code. Very frequently. In the absence of codes, there would be great consternation. Wailing and gnashing of teeth. And MRM would need to double his hourly rate.
