If you tip off the seller, the seller may move all his funds out of his Paypal account.
If you read the fine print in Paypal regarding disputes, it states that if there are funds in the Paypal account they will use it to reimburse buyers, but if there are no funds, the fine print states it will be left up to Paypal's discretion whether to reimburse or not.
Of course, I am assuming the transaction is via Paypal - may not be. In the end, it's up to you.
