I'll bet those that were "shocked" were feigning shock to maintain their own outward persona. Very few people I know have NEVER done ANY recreational drugs of any kind, and that includes people from all walks of life, from minimum-wage workers to mechanics, to lawyers, doctors and judges.
I remember having a conversation with my mom when Bill Clinton's "I did not inhale" thing was in the news. I was in my early 20s then, past the high school/early college drug phase, but still young enough to need strong parental guidance. My mom said something to the effect of 'well of course he smoked pot when he was younger, it was the 60s. Would you really want a leader who had absolutely no experience in their life, good and bad?' I think it was a really good point - basically, that when used responsibly and in moderation, drugs are part of the experience of growing up, plain and simple. It's possible to smoke pot and still be a responsible person.
