i swapped sides by removing the tire from the rim and swapping inner to outer because mine wore the outside quicker too. this allowed them to remain in the rotation direction as per the sidewall arrows and move the side with remaining tread out.

not sure about running track tires one way then the other direction but a tire guy told me that was no good for radial tire as a rule. something about the stress on the steel belts reversing and possibly causing tire failure by compromising the strength of the belts where they meet the sidewall.
